Small Business Server 2000 Licencing

After setting up SBS 2000 we have recently noticed that SBS reports 25 users instead of the server and ten CAL’s installed (total of 15).
This appears to cause an Event ID 202 specifying that the Windows Server is out of licences (we only have 10 consecutive users!).
Does anybody know of a safe way of removing the 25 reported licences and reinstalling the CAL’s from the floppy disks?
We do not have an ampersand entry in the registry which I understand can cause silly figures being displayedin SBS!
