Small icons appear as black squares

On the toolbar and within the menu via the start button, all small icons show up as black boxes. The larger icons, on the desktop, within Control Panel and elsewhere, and by the clock, are fine. How can I correct this? Did I lose a link to a specific file that holds these icons?
