SMTP Event Error

Does anyone know what the Win2k event ID: 4000 is when you get a “Message delivery to the remote domain ‘adomain.com’ failed. The error message is ‘The connection was dropped by the remote host.’
Does this mean that the server the mail is being sent to is blocking my SMTP server connection?
Any info would be great.
