Snd recorder W2K saves@1 sec increments

I am running Windows 2000 Pro SP1 on an HP Vectra platform. Sound recorder records in 1 second increments, instead of to the 100th of a second. If a recording is < 1 sec, nothing saves. If it's 1.99 sec, 1 second saves, etc. My Dell laptop and my associates Compaq both work fine. The sound DLL's I have checked are the same date/ time/ version. I have yet to find any configuration option that deals with this issue.
