Software Driven DVD Encoders

Q1. Do Software Driven DVD Encoders allow up to 60 minutes to be burned on a standard cd-r or cd-wr medium at the resolution level of most commercial movie DVD’s? How high if not?
Q2. What originating formats do you know of that these encoders accept?
Q3. Which ones can you recommend? Source?

I developed my source programs on Premiere 6.0 using a Matrox Digisuite LE card, and have a lot of hard drive space if needed.
