Solution Architect – Role Responsibility

I believe that the Solution Architect has a vital and critical role in the System Design & Development process. The role is somewhat similar to that of an architect or a structural engineer in the construction industry who puts his signature of approval on the integrity of the design & solution to be implemented. Who should have that role in IT? Are there any job descriptions for the Solution Architect role? How many organizations have formally accepted such a role in IT?
