someone changed display settings!

One of our users went into the Display icon in Control Panel and she said she changed the Active Title Bar size (she thinks) to 100. After doing so, everything is either too big or distorted. No programs will open right. You just get blue or gray boxes that are unreadable. Regedit wont open. You can’t even get back into display properties. Safe mode has the same problem. Scanreg /restore won’t work because 9/14/01 was last backup. Is there a file I can edit to switch it back to how it was?
