Sound card doesn’t make sound!

Installed a replacement sound card for the on-board one that got fried. The dead one wasn’t even showing up in the Device Manager. It was just gone. I have uninstalled/reinstalled a couple of times, but all the new one will do is squawck when you try to play a sample sound from Sounds in Control Panel. Other than that – no sound at all. The Device Manager does not show any conflicts for the sound card. Running Windows 98.
