Sound card installation

I have several Systems which i’ve upgraded the hardware and transferd the opration system.
The opration system is win98 S.E.
I’ve removed the ENUM part of the registry and installed the drivers.
The problem is with the sound cards, for some reason it will install only one section of the sound card, no Legacy device and no joystick etc…
this problem occures with different sound cards
The sound card is working if i install a clean system.

How to remove all remains of old sound cards?
Or other way to solve this problem
