Sound Problems

Hey all. Recently I reformatted my computer, and installed Windows 98se. Since then, my sound hasn’t been working properly. If i play a mp3, then it plays properly but from one speaker only. When I try to play a game or play a movie file, the sound is all slow-motion like and deeper. Anybody have any idea what’s causing this problem? I have an onboard sound card, a FIC az11 motherboard, 128 megs ram, win9se, 800 mhz and 20 gb harddrive. Before I reformatted I had WinXP, and there was no problemthen. I installed the drivers that came with this comp, and downloaded updated drivers, but to no avail. I have DirectX 9 installed. Oh yea, and the sound is all fuzzy at times too.
