SP1 or SP2 Windows 2000

I had a blue screen the other day on a machine that had SP2 installed tried a fast repair with SP2 cd and it asked for SP1.cab (only have had 2 do this out of 30 or 40 I have done a fast repair on). Used a SP1 cd and it worked like a top. What is upwith that?
