SQL 2000 Server is very slow

Our SQL 2000 Server is very slow.
When I’ve checked SQL log I found this message:
” This SQL Server has been optimized for 8 concurrent queries. This limit has been exceeded by 1 query and performance may be adversely affected”.
I’m not the person who has configured the server. Why did it happen and what can I do to improve performance?
