Start Bar is not functioning

I removed MDAC from the add/remove programs list and then installed MDAC 2.6. The start bar is showing; however it is only a decoration at this point. I can click on it, it depresses, but no menu shows up. a CTRL ESC does not work either.

I can use the PC and get to explorer, run applications, etc, but I’d like to make it work normal.

Is there a fix for this?
