Start Button freezes computer for 10 min

All computers are running win95 with McAffe’s latest Dat files. Yet serveral computers lock up when the start button is clicked anywhere from 5 minutes to forever. virus scans are ran regularly. One computer is mainly used to CAD and email. the others use mainly Office 97 with no email at all. Anyone here of this happening?
