Start up

I have computer that won’t bootup. It says that it was not shut down right. So when I start it it starts the scan disk and reaches only 35% then says that a cluster of data is missing data and windows will try and work around it. I click on ok and it just sitts there not doing nothing. This computer has windows 98se. I have tried to just reload windows and get the same thing and using a boot disk and get the same thing. Any suggestions would greatly apperciated.
