Start Up Default Page

How can I change the page that comes up every time I boot up? I went into the content advisor,and put in the page I want but, it is not recognizing this entry for some reason. It keeps going to a msft. downloads page.Totally ignoring the content advisor request. The page has 5.5 in real big numbers, and instructions on the “new” browser by IE. Any ideas?
