Start up problem with IE 6.0

System is running windows 98_se and it connected to Cable system broadband service through a Linksys router. The are four system all configure the same way and only one system has the following problem:
When IE uis started it always start offline, I have check the register key Globaloffline is set to “0” before I start IE, but it will still come up with workoffline and try again when try again is press the it connect fine.
Here is something intresting if Outlook Express is use before starting IE then the problem is not there.
Can anyone indicate what need to change in order to eliminate the problem.
