starting website need help.

ok i am starting a website of my windows 2000
i have every thing on my computer is ok it is my network. i have a wireless linksys router. i have dsl with SBC yahoo but i have a dynamic ip. when i type my ip in it gives me my modem. how can i start a web site?.
