Startup Programs

I am running Windows 2000 Pro. I have cleaned out my startup folder but there are still processes starting up that I don’t want or need when my PC boots up. How do I get rid of them. In Win 98, I used to use the System Configuration editor, but in Win 2000 it does not give me a choice to delete the process permanently. Please help.
