Sticky Keys- keyboard stroke delay

I have been working on an old compaq hinote vp700 laptop.
At first it seem that their was no response from the keyboard. Then after further investigation i found that if i held down a key for 2 seconds it would work. This might sound like a minor inconveniance but it makes typing a document extremely painful- not worthwhile.This problem is in both DOS and windows.
The harddrive has been reformat windows reinstalled and the bios reflashed.

Any suggestions please
