still no view on monitor

J have booted in safe mode with VGA a lot of times and still no view and then took out video card and booted again and then shutdown again and then replace card and booted again and still no view on monitor after it goes to windows, I need help!!! If I put a new card in will it turn on the monitor, and doew anybody have a hewitt packard phone nO#? THANKS FOR YOUR HELP DOGWOODS1
