Stop autodial on Win98 LAN client

I have a Win98 client that brings up the autodial dialog anytime I start software that
accesses the internet. The client is already connected to the internet through a LAN and is using SYGATE to share the internet connection.

I have already changed the setting in the internet options to use a LAN connection.

How can I stop internet requests from bringing up the autodial dialog?
