“Storage to process this request not ava

On a Windows 98 machine with 128 MB RAM and about 4 GB hard disk space available, a user I support continually gets the message “storage to process this request not available” when he tries to print to HP 4500 and HP 4 Plus printers. Rebooting solves the problem, which happens frequently.
Any ideas on why this would happen?
