Strange boot-up problem…

Ok, heres the lowdown on the problem…
I just installed a new CPU in a desktop machine, now ive repeated this process a few times, interchanged the CPU’s between machines several times, mainly because after going from the old AMD CPU to the new one i lost my Mouse… no matter what i did whether it be PS2 or USB it just died. So i poked around, couldnt see anything a miss, no setting no nothing, so i decided thats its probably just windows and i went ahead and changed the CPU’s over again – so the new one was in.

This is where it gets weird, the computer boots up, and… nothing, the HDD’s spin up but dont go further than POST. Ditto for the CD-ROM/DVD-ROM drive, no beep, no screen. Power is getting around ok and theres no flaming components anywhere…

What could be causing this – it did it a few times with the old CPU as well? could the motherboard be inoperable?
