stuck at boot, no green LEDs, please help…

First of all I’m new at this. I’m building my own computer with the help of my roommate who has pretty good computer hardware knowledge, but we dont know how to quite figure out what is going on.
Basically I hooked everything up (seemingly correctly) including MoBo, CPU, heatsink, power supply, video card, HD, floppy, DVR and put in all the cables and jumpers as the manual said were best for all I was doing, etc..
when I turned on the power supply with everything connected the red lights on the motherboard were showing, and when I turned on the computer the fans started and then stopped. So I disconnected the power on the HD, floppy, etc, and tried it then. still have the red lights, not green, but this time the fans keep going. Nothing comes on my monitor though, and the post symbols read “FF”, which the manual says means “BOOT” – so I guess thats where its stuck?
what im building with:
-Biostar TForce590SLI Deluxe AM2 (mobo, it was open box)
-AMD/A64 6000 3.0G AM2 2X1M R (cpu)
-Thermaltake TR2 550W ATX 12V 2.0(power supply)
-VGA EVGA 7900GS KO 256-P2-N624-AR R (video card)
-Hitachi 250 HD 7K 8M SATA2 0A316363 (hard drive)
-the DVR was never plugged in because i need to get another SATA cable

anyone have any advice? thanks.
