submenu speed

I am currently running Win 98(2nd Ed). I’ve noticed that whenever I want to create a shortcut on the desktop or anywhere on the pc I have to wait several seconds for the submenu to appear allowing you to create a shortcut from the menu that comes upwhen you right click using the mouse. I know this might sound a little wordy

1. right click using the mouse
2. a menu appears(if you right click on the desktop the menu will begin with “active desktop” and end with “properties”. There are 3 areas where there are submenus. If you double click on the hard drive icon and then right click using the mouse then menu will start with “view” and end with “properties” and again there will be three areas where there will be submenus. On both of these senarios “new”,is where you will have a submenu when you move the mouse over to the right this is where the problem happens I have to wait several seconds before the submenu will appear so I can create a shortcut. Its not really a problem but apain. Is there way this can be sped up or what is the fix to make the submenu come up faster? Thanks for the help.
