Substituting Windows NT with Windows 98

I have a PC with Win NT installed,I have to install a HP Scanner with USB interface,the PC has USB,but I believe NT has no drivers for USB,so i am left with the option of installing Win 98, what precautions should I take? Is this True?Do I lose the applications,Outlook Express,E-mail addresses,etc?Should I instead use Partition Magic,install a dual boot?What is the easiest option?I have to re-install Office and other applications?
