Suwin error when upgrading to widows 98.

I am tying to upgrade from windows 95 to windows 98. I am recieving a Suwin error when windows prepares to copy files. The exact error is “SUWIN CAUSED A GENERAL PROTECTION FAULT IN MODULE SETUPX.DLL AT 0003:000015F8” I taken the seupx.dll from aworking PC and overtyped the driver I had tried to delete the driver out and still every time I try to upgrade the PC is still gives me the same error. Any help on this would be greatly appriciated.
