Switch off a browser menu option

Is there a way to switch off or grey out the Internet Options menu selection on the Tools drop down menu of the Internet Explorer browser 5.0+ to prevent users from changing the default settings? Can this be done using the registry editor and/or thesystem policy editor in Windows NT 4.0?
