Switching Network Neighborhood in Win98

I have a couple of salesmen that will be moving between two locations on a weekly basis with laptops. I will have DSL in both locations and was wanting them to have access at both locations. They would be assigned different IP addresses and default gateways at each location. I really don’t want them going into the Network Neighborhood to manually changed the settings. Is their a program out there so they could double click an icon and it would change the settings for them and then reboot the PC depending on what location they were in?
