symlcsvc.exe won’t stop running

The Norton sub program symlcsvc.exe will not stop running. It is taking 90% of the CPU resources and will notstop even after rebooting. It seems to be in the correct place on the C drive. I can not stop the process. Norton will not start and the computer is running at a crawl. Any suggestions.
