system configuration manager

My computer bots to win98 screen and stops. It will not boot to safe mode. When I use step-by-step confirmation I get an error message “system configuration manager failed to run” and “configuration specified in config.sys file is too large for memory. Remove some drivers and try again”. When I try to run scandisk.exe or scanreg.exe, I get an error message,”error in exe file”. How can I restore this system?
