System Configuration Utility

When I click on the Services tab and try to turn on services such as Application Layer Gateway Service, Network Location Awareness(NLA), Remote Access Auto Connection Manager, Remote Access Connection Manager, Remote Procedure Call(RPC, I am getting an Error 1068:The Dependency Service or group failed to start or an Error 5:Access is denied. I am also unable to use the Connection Wizard, probably because these services not running!
