System Delivered and Read Receipt

Hello,
Is there anybody know how to have a system delivered and read receipt message on exchange 5.5 that doesn’t belong to the site organization.
System delivered and Read receipt is only working on the users on the global list. I send some emails to other contacts and seems there were no receipt.
