System hangs on Windows logo screen

I am running W98SE. After sucessfully shutting down my system the prior day, when I tried to boot the next day, it was hung at the windows logo. I tried to wait it out, but when it was still in the same place after 3 hours, I pretty much gave up on it.

I was later able to successfully boot up in safe mode. I then ran scandisk and defrag. Once done, I did a shutdown/restart and it hung again on the Windows logo screen. Any suggestions?
