System Policy blocks printer access

I am setting up a system policy. I need to have access to the control panel blocked and yet still have access to the printer folders. If I check the box for remove folders from Settings on start menu it removes both the control panel and the printers. Does anyone know how to block the control panel and still have the printers available?
