system policy editor

Hi,
I have a winnt4.0 platform w/95&98 machines. I’m using a system policy to hide all the icons on the desk top. Is there away to have a customized tool bar loaded on each computer using the system policy. There are only a couple of applicationsI would like to appear on the tool bar. Any help would be greatly appreciated. Thanks in advance..
