System policy editor

Hi,
I have a winnt4.0 platform.I’m creating a system policy template.I would like to disable the internet for a group of users but I do not know how to set up the path nor do I know the valuename to enter…Also once I set up this template on thespecified group and I need to work on that machine how do I get into the machine if I disable the registry and run command. Any help would be appreciated.. Thanks in advance
