system policy editor on windows nt4.0

Hi,
When creating a system policy for win95&98 clients, to be put on a winnt4.0 server, can you customize the tool bar. I know you can customize the start menu, and the startup menu to look in a specified path. But I have not come across anythingabout customizing the tool bar. Any help would be appreciated .
