System Policy on NT Server

Hi, I just got promoted to a Systems Administrator position. I would like to implement system policy on 230 NT 4.0 workstations, however, when I went to the policy editor and tried to connect to the workstations. I received a message “Cannot connect to the workstation such and such, need to enable remote access service on both sides” I don’t have any clue what to do next…I have never tried system policy before…I know group policy but we don’t have 2000 server yet and I don’t think group policy would work on mixed mode unless…Is there anyway you can help me how to implement this from PDC to workstations….I would appreciate if you can give me a site with walkthrough on System Policy…
