Sysvol Share Missing in Single DC?

In a straight Windows 2000 network, I have a single Domain Controller. My question is, being that this is the only DC, does the SYSVOL still need to be shared (because mine isn’t!)? I noticed this while having problems adding another server to thesystem. I cannot add it to the local domain.
