TAB switches apps involuntarily…

I run a 70+ user environment, with 95/98 clients. The users are authenticated through a Netware 3.12 box, and an NT4.0 box. Most of my users have experienced this problem:

Pressing the TAB (not ALT-TAB) key cycles through the open applications on their machine. Rebooting solves the problem. Any ideas?
