TAPI3.DLL fault

Hi All,
I have recently been installing a new phone system here at work.
The new phone system allows us to connect the PCs to the phones via USB, giving us the ability to dial from our main databse software.

Sadly I have a problem.
When I try and test (in this case opening Phone Dialer in Windows 2000) I get the following error.

Failed initializing a telephony service component (TAPI3.DLL).

I have looked at the MS technet site and not found anything useful, can anyone out there shed some light on this one?
