Task bar is double height.

One of my users has a Win98 task bar that is double the normal height. I can’t drag it smaller. I can make it bigger but not smaller than that extra size. This seemed to start when the user had accidentally dragged the bar to the side of the screen.There is usually only one app being used, so its not filling up with those.

Ideas?
