Task Manager

Have a Win XP Home Edition box that does not show all of the options for the “Task Manager”.
The window frame which usualy contains the minimize, maximize, and close buttone in the upper right corner, is missing. I get a a window displaying only running applications. There are no tabs to enter into processes either. Just reinstalled a different virus package and scanned the pc. All checks out fine. Any suggestions?
