Task Manager and RSCMPT.EXE

I have a dual PIII 866E running W2K Prof and i’ve noticed that the process RSCMPT.EXE is using up most CPU time. I found the file to be located in the system32 folder. What is it? what does it do? why does it takeup the most cpu time?
