Task Scheduler for NT 4.0

Is there a task scheduler for NT 4 similar to the Win95 task scheduler? I found a Command Scheduler in the Resource Kit which opens the WinAT utility, but I can’t get that to do anything.
I have a need to run a task (consisting of downloading a file from our AS400, then launching an application that modifies the file and uploads it to a folder) 2 times a day on an NT4 server. It would be much easier to schedule this to run automatically.
If anyone knows of a utility (free or not) that I canuse for this, please let me know. Thanks!
