Taskbar missing open programs

PC running W98SE. No open windows showing up in the task bar. If you minimize a open window it does not appear on taskbar. You can toggle and open it back up but it gives user the apperance that the program has closed, but it has not. The only taskbar setup in Quick-Launch, that one show up fine. I have tried reinstalling W98 but still same. Any Registry setting for this?
