TCP/IP

I have an situation here. I’m trying to connect to a cable modem using the usb connector, My laptop is using Win98se. My laptop cannot connect but my pc can. I notice that the IP address 169.254.76.144 never changes. I’m not sure where it is coming from, I looked in the configuration of the network properties and do not have any address stored. Anybody have any ideas?
