TCP/IP User configuration

Here is my situation, I have some users that have Windows Nt 4.0 logging onto my Windows 2000 domain. These users want the ability to change dns settings (tcp/ip properties)on their local pc. Does anyone know how I would accomplish this without giving them admin rights? Thanks in advance.
